Il rapporto OASI del Cergas-Bocconi ha stimato che servirebbero circa 40 miliardi di euro per riequilibrare il Servizio Sanitario Nazionale, mentre l'ultimo report dell'Osservatorio Europeo dell'OMS segnala carenze strutturali di personale - in particolare infermieristico - e squilibri territoriali nell'offerta di cura. Sul fronte economico, il discorso si allarga agli extraprofitti sui beni primari. Il legislatore italiano è già intervenuto in passato su casi simili: nel 2022 con un prelievo del 50% sui guadagni straordinari delle società energetiche, nel 2023 con una misura analoga - poi ridimensionata - sul settore bancario. Interventi emergenziali, non un principio sistematico.
